Board of Health Meeting
Tuesday, June 9, 2015
Meeting Start Time: 6:30 pm

Having a quorum, Mr. Amado called the meeting to order at 6:30 p.m.
Present: Chairman Amado, Mr. McSweeney, Ms. Dias, Ms. Tramontana & Ms. Cocio
REVIEW OF AGENDA
Read and sign all mail, permits, warrants and expense vouchers.
NEW BUSINESS
- The Board’s next meetings will be held on Tuesday, June 30, 2015 & Tuesday, July 21, 2015.
- Griffin Shepherd Kennels – Lisa McKay, the acting Animal Control Officer came before the Board to discuss any ongoing issues. In regards to GSK, Ms. McKay was initially called out to the property by State Inspector Glen Harris due to reports of sick puppies being sold. They went to check sanitary conditions of the kennel. They conducted a check on vaccinations, as rabies vaccine is mandated by law. The owner of the kennel could only produce vaccination records for one out of the fifteen dogs on the property. Ms. McKay recommends all dog owners have their dogs vaccinated against Parvo virus, as a precaution. Mr. San Angelo was also in attendance. He has contacted Dr. O’Connor from the Division of Animal Health. The state will not confirm or deny any quarantines at
this or any property. A resident came before the Board stating that the Board was notified about an outbreak by the DPH. The DPH has not contacted the BOH regarding this matter. Parvo virus is NOT communicable to humans, it is a canine disease. The resident stated that she had spoken with someone at the DAR that gave her information regarding a quarantine, she would not provide the name of the person she spoke with. When Mr. San Angelo spoke with Dr. O’Connor at DAR she stated that by law the DAR could not confirm any quarantines. Michael Cavichi came before the Board and stated that coyotes can contract Parvo. Mr. Amado commended Lisa McKay for the great job she is doing. Annie Brown the acting Whitman – East Bridgewater Animal Control Officer came before the Board to introduce herself. Mr. San Angelo explained to the Board that he is in the process of setting up a system between Whitman, Abington & Hanson for kenneling
of dogs by Animal Control, Whitman is the only Town of the three that has a kennel. Hanson is interested in hiring a 20 hpw part time ACO and a 20 hpw part time Assistant ACO. The positions will be posted shortly for a 7/1/2015 start date.
- Perc Test Application – Shayne McGlone came before the Board to discuss the required sign off requirements for the updated Perc application. The Board made the decision to allow Engineers to submit the application without Concom or Treasurers approval. The approvals will be requested by the BOH via email to the above departments. If the application is submitted without approvals, the perc will NOT be scheduled until the approvals are received.
- Recreation Committee Chairman, Dave Blauss and caretaker Jim Flanagan came before the Board to discuss the septic systems located at Camp Kiwanee. The Health Agent and Mr. McSweeney went and looked at the South End system. The cover was lifted and it was very full. They could not locate the North End system cover. The South End system was pumped at the beginning of the season and again after the Blue Grass Festival in May. The system should be leaching out and does not seem to be doing that. The North End system is being pumped about every 2 years, but does not get a lot of use. The Health Agent would like to come out when the North End System is pumped by Avery. A few years ago plans designed by Bob Crowell were approved. The design was a pump system, the Board
petitioned the DEP to allow for a holding tank near the beach as a tight tank, which is still being used. When construction was about to begin former Health Agent, Vincent Flaherty had a number of Elgin units donated to the Town. The donated parts are now located in the 2nd story of the Barn. The Recreation Commission would like to hire a new engineer and design new plans. The old plans consist of a pump system and the Commission would like to see if there is another alternative such as a gravity system. The Commission would like to get proposals from multiple engineers and see which is the best suited for the Camp and Town. The Commission will check to make sure that the tight tank is compliant. The Commission would like to have all septic components looked at and keep all options open. All 5 systems will be checked by the caretaker staff on a weekly basis. The Health Agent will do a walk through with the
caretaker to see the locations of all tanks and components. Jim Flanagan suggested the Health Agent do some surprise inspections on various caterers throughout the season. Jim Flanagan was asked about cleaning of the mattresses. Jim explained that they are wiped down and are stored with rat traps at the end of each season. At the beginning of the season they are wiped down with a bleach or simple green solution.
- 58 Holmes Terrace – Removed from agenda prior to meeting at owners request.
- Safety Vests – The Board discussed the need for safety vests at the TS. Full time employees will be required to purchase the vests with their clothing allowance, part time employees will be given a vest. The Board did not see a problem with employees wearing Bermuda style shorts. They must wear plain t-shirts and steel toe shoes.
- HHW – The Board would like to offer another hazardous waste day in the Fall, 2015 since there is money left over from the Spring, 2015 hazardous waste day. The Health Agent will speak with Claire Galkowski and check on available fall dates.
- The Health Agent has applied for grants for the collection of anti-freeze, cooking oils and mattresses at the TS. The Board agrees that this should be looked into.
- Health Agent Vacation Coverage – The Board would like the former Health Agent Vincent Flaherty to fill in during the Health Agents upcoming vacation.
